Criteria and quarantine measures for each stage of social distance;

The three stages of distance separation are divided into five stages to enhance social acceptability, simplify quarantine targets into focus and general management facilities, and apply key quarantine rules such as wearing masks to all facilities.

[Stage 1]
· Concept: Keep distance from life
· Criteria
Average number of confirmed daily domestic occurrences per week
- 100 in the Seoul metropolitan area, 30 in Chungcheong, Ho-nam, North Gyeongsang and South Gyeongsang provinces, and less than 10 in Gangwon and Jeju.
· Compliance: Compliance with quarantine rules to prevent COVID-19 while maintaining daily life and socioeconomic activities

Regional Population Phase (Response by Region)
[Step 1, 5]
· Concept: the initiation of local trends
· Criteria
Average number of confirmed daily domestic occurrences per week
- 100 people in the Seoul metropolitan area, 30 in Chungcheong, South Jeolla, North Gyeongsang and South Gyeongsang provinces, and 10 or more in Gangwon and Jeju.
Average number of confirmed daily people in their 60s and older
- 40 in the Seoul metropolitan area, 10 in Chungcheong, South Jeolla, North Gyeongsang and South Gyeongsang provinces, and four or more in Gangwon and Jeju.
· Compliance: Thorough living prevention in dangerous areas

[Stage 2]
· Concept: Rapid spread of local trends, initiation of nationwide spread
· Criteria
Meet one of three things:
① After 1 week of 1.5 step action in the pandemic zone, the number of confirmed persons continues more than twice the 1.5 step standard.
② 1.5-stage prevalence in two or more areas lasts for more than one week
③ More than 300 confirmed cases nationwide last for more than 1 week
· Compliance: Refrain from unnecessary outings and meetings in dangerous areas, and refrain from using multi-use facilities where many people gather.

National Population Phase (National Response)
[2.5 Step]
· Concept: Full-scale nationwide fashion
· Criteria 
The average number of confirmed patients in the country is 400 to 500 or more, or the number of patients, such as double-ring, is increasing rapidly in the second stage.
※Considering important factors such as the ratio of newly confirmed patients in their 60s or older and the ability to accept beds for serious patients, etc.
· Compliance: Stay at home as much as possible and refrain from going out or meeting and using multi-use facilities as much as possible

[Step 3]
· Concept: A nationwide craze
· Criteria 
The average number of confirmed patients in the country is 800 to 1,000 or more, or the number of patients, such as double-ring, is increasing rapidly in 2.5 stages.
※Considering important factors such as the ratio of newly confirmed patients in their 60s or older and the ability to accept beds for serious patients, etc.
· Compliance: In principle, stay at home and minimize contact with others

◆ Major quarantine measures
1. Multi-use facilities

[Step 1]
and
 intensive management facilities: Mandatory key quarantine rules such as limiting the number of people used (wearing masks, list of visitors, ventilation and sterilization)
· General management facilities: Normal operation and basic quarantine rules are mandatory (wearing masks, list of visitors, ventilation and sterilization)
· Other facilities: Normal operation
· State-run facilities: Limited personnel to 50% of the race, horse racing, etc.
· Social welfare facilities (including children's homes): Operation with thorough quarantine
* Some facilities are closed if necessary and only essential services such as emergency care are provided, considering the spread of infection in pandemic areas and the risk and quarantine management conditions of each facility.

[Step 1.5]
· Focus management facility: Strengthening restrictions on the number of people used, banning high-risk activities
· General management facilities: Restrict the number of people using each facility according to its characteristics
· Other facilities: Normal operation
· State-run facilities: 20 percent of people, including experience and horse racing, and 50 percent of other facilities.
· Social welfare facilities (including children's homes): Operation with thorough quarantine
* Some facilities are closed if necessary and only essential services such as emergency care are provided, considering the spread of infection in pandemic areas and the risk and quarantine management conditions of each facility.

[Step 2]
· Focused management facilities: Restrictions such as banning the collection of five types of entertainment facilities, suspending operations after 21 o'clock, and one-strikeout system in case of violation
· General management facilities: Strengthening restrictions on the number of users and banning high-risk activities
· Other facilities: Mandatory wearing of masks
· National public facilities: suspension of race, horse racing, etc. and restriction of personnel to 30% of other facilities
· Social welfare facilities (including children's homes): Operation with thorough quarantine

[Step 2.5]
· Focus management facilities: Direct sales promotion centers, singing practice halls, and indoor standing concert halls, such as door-to-door sales, are prohibited
· General management facilities: Strengthening restrictions, such as suspension of operations after 21 o'clock, and one-strikeout system in case of violation
· Other facilities: Restrictions on the number of people used
· State-run facilities: suspension of operations such as sports facilities, horse racing, etc., and restriction of personnel to 30% of other facilities
· Social welfare facilities (including children's homes): Operation with thorough quarantine
* Some facilities are closed if necessary and only essential services such as emergency care are provided, considering the spread of infection in pandemic areas and the risk and quarantine management conditions of each facility.

[Step 3]
· Focused management facilities: No collection outside of essential facilities, restrictions on operation of other facilities
· General management facilities: No assembly outside of essential facilities and restrictions on operation of other facilities
· Other facilities: No assembly except essential facilities and restrictions on operation of other facilities
· State-run facilities: Aborting operations indoors and outdoors
· Social welfare facilities (including children's homes): Maintaining closure, leave recommendation, emergency care, etc.

2. Daily and social and economic activities

[Step 1]
· Mandatory use of masks: Focused and general management facilities, public transportation, medical institutions, pharmacies, nursing facilities, day and night protection facilities, assembly and demonstration sites, religious facilities, indoor sports stadiums, high-risk workplaces, etc.
· Meeting and event: Events with more than 500 people need to be reported and consulted by local governments, and mandatory quarantine rules
· Watching sports: Audience admission (50%)
· Use of transportation facilities: Mandatory wearing of masks
· School: 2/3 density principle, adjustable
· Religious activities: Recommendation to leave a single seat, to refrain from meeting or eating (no lodging events)

· Mandatory to wear masks: Focus and general management facilities, public transportation, medical institutions, pharmacies, nursing facilities, day and night protection facilities, assembly and demonstration sites, religious facilities, indoor sports stadiums, high-risk workplaces, sports stadiums, etc.
· Meeting and event: Events with more than 500 people are prohibited by more than 100 people, such as the need to report and consult with local governments, the mandatory quarantine rules, and festivals.
· Watching sports: Audience entrance (30%)
· Use of transportation facilities: Mandatory wearing of masks
· School: Compliance with 2/3 density

· Use of transportation facilities: Added ban on eating food in transportation (vehicle) (excluding international flights)
· School: One-third of density (high school 2/3) can be operated up to two-thirds
· Religious activities: Restricting the number of seats, such as regular worship, to less than 20% and banning meetings and meals

· Mandatory to wear masks: All indoors, outdoor areas that are difficult to maintain distances of more than 2 meters
· Meeting and event: No more than 50 people
· Watching sports: An indifferent game
· Use of transportation facilities: Recommend restrictions on reservations within 50% of KTX, express bus, etc. (excluding aircraft)
· Going to school: Observe 1/3
· Religious activities: Non-face-to-face, limited number of people to within 20, prohibited meetings and meals

· Meeting and event: No more than 10 people
· Watch Sports: Stop the Game
· Use of transportation facilities: Restrict reservations within 50% of KTX, express bus, etc. (excluding aircraft)
· School: Switching to remote classes
· Religious activities: Only one-person videos are allowed, meetings and meals are prohibited.
